The bald Elder nodded solemnly.
"However... sending out this many troops will leave both Marineford and Mariejois dangerously vulnerable," the curly-haired Elder hesitated.
With the entire Marine force mobilized—including CP agents—Naval Headquarters and the Holy Land would be left defenseless.
If anyone chose to invade Mariejois at such a moment, the consequences would be catastrophic.
"Exactly! That bastard Lucifer will likely seize the opportunity!"
"If he attacks the Holy Land while our forces are occupied, the results will be disastrous!"
For the first time, hesitation flickered across the faces of the Five Elders.
