"We're thinking of your Wind Country's best interests. If war breaks out within your borders, the destruction to your land will be immense. You refuse now—do you think we have ulterior motives?"
The Tsuchikage's tone grew colder.
They knew all too well that convincing the Wind Country to abandon its defensive advantage and launch an offensive would be met with resistance. So, they put on a show of anger, exerting pressure on the leaders of Sunagakure.
To them, the Wind Country was nothing more than a piece on the board, ready to be played.
If Rasa and his people refused to comply, the Three Kage had no qualms about resorting to force.
"Esteemed elders, we would never dare disrespect you. You are our country's saviors. However, launching an offensive could jeopardize our chances of victory." Rasa hurriedly spoke, still reluctant to take the first strike.

"In that case, we should withdraw as well," the Mizukage nodded.
The Raikage voiced his agreement as well.
If Sunagakure refused to attack, they would all leave immediately—no delays.

Jiraiya's tone left no room for negotiation.
He had gathered Konoha's leadership here to issue commands, not to debate whether to fight or not.
Jiraiya's sheer determination left the room silent.
Even if some shinobi had their doubts, they dared not voice them. They feared Jiraiya's overwhelming strength.
After all, they had all witnessed him slay the Kazekage and capture the Four-Tails Jinchūriki firsthand.

Thus, whenever an important decision was made, the Uchiha were the first to pledge their support.
With the Uchiha leading, several other major clans followed suit.
However, some remained hesitant.
Deep down, they did not want to go to war.
The enemy was simply too powerful.
One misstep could mean the fall of Fire Country.
Jiraiya claimed he could take on all of the enemy Kage, but was that really true?
Uncertainty clouded their minds as they turned to Sarutobi Hiruzen, hoping he could convince Jiraiya to reconsider.
