Federal law always carries a strong negotiation element; law enforcement officials have to reach certain agreements with criminals within a reasonable range to obtain specific leads on cases.
On the contrary, if criminals want to reduce their charges and sentences, they must provide useful leads that law enforcement does not yet know.
