However the federation could not stop the operation of the black market because even the awakeners benefited from it when the need arose. An example was in a situation where someone wanted to buy something at a cheap price and they could not afford purchasing them from the shops of the Awakening centres.

The federation government had to therefore swallow their pride and tolerate the black market’s operation . What they didn’t permit on the black market was human trafficking and slave trading. However , some merchants still went ahead and engaged in slave trading and human trafficking in secret .

Occasionally ,the Federation Government would find ways of tracking down and eliminating these merchants and use them to set an example for others..
